Biographical Note

Francis L. Carr (1920-2015) was born in Leesburg, Virginia, to John W. and Mary Edna Carr. He graduated from Ashburn High School and then attended Virginia Polytechnic Institute (VPI), as a ROTC cadet. He graduated with a Bachelor of Science in Animal Husbandry in 1942. From 1942 to 1946, Carr served in the 3rd Army under General Patton, 5th Infantry Division and was promoted to the rank of Captain. He was awarded the Bronze Star for valor and the French Croix de Guerre medal. After the war, he married his wife, Miriam Arnold of Eau Claire and became the Vice President in charge of road grading for L. G. Arnold Inc. in Eau Claire from 1947 through 1977. He also opened and operated Carr Associates and was a licensed professional engineer in Wisconsin and Virginia. Carr passed away on January 4, 2015, in Eau Claire.
