Scope and Content
This letter was written by acting superintendent G. C. Shippen of the Virginia Manual Labor School of The Negro Reformatory Association of Virginia, to a Mr. F. W. Whittaker of Lynchburg. Shippen is responding to a request made by Mr. Whittaker to commit a young man by the name of Lucien Gilmore. Shippen responds that the institution is at capacity and is unable to accept any more inmates, and that it will be six weeks before they would be able to take any more.
